That the City of London Internal Auditors (MNP) BE DIRECTED to provide a supplementary report to a future meeting of the Audit Committee (by Q2 2026), which will include: a) a cost-benefit analysis of operating and administrative expenses; b) clarification of where additional costs to support Hubs are being allocated; and c) an explanation of how the incremental cost of Hubs is supporting the intended outcomes. it being noted that this analysis will rely on data contained in the working papers of the August 28, 2025 Housing and Homelessness Value for Money (VFM) Audit, with an estimated cost of $5–10K and no additional funding source being required. it being further noted that the Audit Committee received a communication dated November 9, 2025 from Councillor S. Stevenson with respect to this matter.
